NH-415 wrecked for a hotel; downstream in danger
DC seal "unscientific" building

ITANAGAR, Apr 21: A hotel, built defying all laid down norms has led to destruction of NH-415 in state capital on Thursday.
In order to let the water from the clogged drainage/stream flow, the authorities had to literally dug open the National Highway 415, severing it in the middle, measuring around 1 mtr.
Since Wednesday night, district administration has been putting all its energy in draining out water from the blocked drainage/stream near Hotel PYBSS, owned by PPA MLA Takam Pario's family, built over a natural stream, right next to the Highway.
The problem began when the drain water entered the parking lot of the hotel leading to its accumulation inside the hotel premises.
According to SP Capital Devender Arya, Disaster Response Force, State Disaster Response Force and PWD department are at work.
He said that people on the downstream of the drain/stream are at danger as water has reportedly entered two-three houses.
"We are concerned with the people living downstream of the stream/drain. Till there is water accumulation, houses in the downstream are at risk," added the SP.
As the authorities struggle to contain the water, the traffic flow on the highway was stopped for several hours as the road was barricaded to allow work on the choked drain on Thursday.
Till the filling of this report, the traffic was being routed from near the entrance of the hotel for light vehicles.
Meanwhile, the road blockade near Hotel PYBSS has totally exposed unpreparedness of state government machineries. As per the report, when the drain chocked, administration had no clue how to deal with it as they had no manpower and machineries, leading to complete chaos at the scene.
Administration had to seek help of TK Engineering group which is currently constructing Hollongi-Itanagar four lane project to clear the chocked drain.
"Everyone knows that Arunachal, in particular, the capital complex is landslide and flood prone region. Administration should have its own machineries and required expert to deal with such situation. This whole incident has totally exposed the lack of preparedness by the state machinery," said a citizen.
Making matter worse, visits by numerous VVIP and VIP during the peak hour led to severe delay in work schedule.
Meanwhile, DC, Capital Sandeep Kumar Singh has ordered the sealing of the hotel for safety reason.
"It has been observed that the building constructed unscientifically…causing blockade of drains, culverts…need to be sealed immediately" read the order.
He directed the Management of Hotel PYBSS to keep it vacant and cooperate with the District Administration and the teams working for the restoration.
Further, he directed the Executive Engineer, PWD, Naharlagun Highway Division to take necessary measures to ensure free flow of water from the upstream through Hotel PYBSS to the downstream within 10 days.
Manmade disaster: CM
Meanwhile, Chief Minister Kalikho Pul visited the place on Thursday. Climbing atop a 12-wheeler truck, he called out to the crowds and passerby: "This is not a natural disaster but manmade. The river you see that have created a flood-like situation is actually drain water. We have created this disaster", reports PRO to CMO.
He appealed the people to stop erecting structures over the river course. "No power can stop the nature. One day or the other it will come to its natural course and we cannot challenge it," said the CM referring to the structures that were built over the drain water course.
"The clogging of drain in the basement of the hotel could pose severe risk to the hotel and nearby building and put several lives to danger," said the CM accompanied by Chief Secretary Shakuntala Gamlin and Director, Disaster Management YW Ringu.
The reason the CM observed for the blockage of drain water was the clogging of the Hume culvert with garbage of plastics and no proper rooms for free flow of water. He appealed the people to throw garbage at the designated places and not to litter it around the drain water.
On being reported that wastes were produced from a nearby hotel and shopping complexes, he instructed the local administration to issue strict orders to impose penalty for littering.
Assessing the critical situation, the chief minister earlier visited the residential areas in upstream and the downstream.
Flood situation worsen in Diyun, Namsai
ITANAGAR, Apr 21: Villages in Diyun Circle, in Changlang along the Noa Dihing River are flooded as the river continues to rise and erode land.
In Dumpani village in Diyun, the lone embankment of Noa Dihing was eroded on Wednesday afternoon tearing apart the village creating an island where 29 families were stranded and 15 families had to demolish their houses. With the assistance of the Administration led by EAC, Tagam Mibang and Para-military forces, women and children were evacuated and provided shelters in Dumpani Club.
“The embankment had controlled the flood last year but with this erosion, the village and its adjacent, Udaipur is in the extremely high risk zone” said Santosh Chakma who have lost his house too.
At the writing of this news, many families are still stranded and waiting for help. Jutish Kamal, a stranded resident said that 8 families in their side of the village are stuck in the middle of the island formed on Wednesday with the damage of the embankment.
When informed by the EAC, the Local MLA, Nikh Kamin has directed him and the ADC, Bordumsa to mobilise all resources of the circle including the CRPF and IRBn to evacuate and provide immediate reliefs to the affected victims. The MLA requested the Chief Minister to sanction immediate flood control embankments in the area and other precautionary measures for Noa Dihing River along with immediate relief and compensation for the flood affected families in Diyun and Namsai”.
Uninterrupted rainfall on Thursday further worsened the flood situation in Namsai district and Diyun circle of Changland.
As per reports received, the Noa Dehing and Jengthu rivers in Namsai district were flowing above normal level. The overflowing water of the rivers has further inundated human habitation and agricultural fields besides damaging many flood protection embankments.
Three more households have been shifted to safe shelters from Silatoo Kachari village. Affected villagers are also being shifted from Wingseng Nongtaw village. Water is reportedly entering in Dirak Miri village area. Relief and rescue operation have been strengthened. Heavy erosion continued at Silatoo Khampti, New Silatoo, Kakoni, Silatoo Kachari, Mahadevpur-I, Waisali, Krishnapur, Mahaloni, Ekorani, Rajabeel, Dirakmiri, Lekang Gohain, Dharampur, Murti Camp, Kherbari, Deobeel, Philobari and Nampong.
Kitpi Ph-I & II shut down, landslide in Tawang
TAWANG, Apr 21: Heavy damages caused to Weir and Intake of Kitpi Ph-I MHS by flash flood has forced the department to shut down the MHS for the second time in three days.
The MHS was restored on Wednesday, a day after it was shut down. The Kitpi Ph-II MHS is still shut down.
As informed by the Department, protection work could not be started owing to constant rainfall leading to flash flood in the area.
Tawang Deputy Commissioner Duly Kamduk directed the department to make complete assessment and submit the detailed report for further action.
Meanwhile, landslide triggered by rain blocked the PWD road between New Lebrang and Govt. Higher Secondary. Damages to residential buildings have also been reported. DIPRO
NES calls for unity, decries targeting govt employees
ITANAGAR, Apr 21: Nyishi Elite Society (NES) president Bengia Tolum made a clarion call to all sections of the Nyishi society to remain united during this ‘trying time’.
Tolum was while addressing the 11th General Conference-cum- 9th Nyishi day celebration at Sagalee from April 18 to 21.
“We should not resort to ways and means with devilish intent; rather, we need to spread the olive branch for the best interest of the State.
We would like to see the end of sponsored PIL, SIT, Vigilance Enquiry, FIR, RTI, negative campaign in social media, at the earliest and orchestrated in-fighting amongst the Nyishis from all quarters,” Tolum said.
He also said that there were sponsored organizations prefixing or suffixing term Nyishi to isolate the image of the largest community of the State.
“In the past, Governments were formed under acute political and social unrest, but never before, a large scale vindictive action to the employees of a particular community and well wishers was seen. If this tendency continues, the spirit of Pan Arunachal Agenda propagated by the NES is destined to be at stake which is detrimental for the peace and tranquility of the state,” he said.
NES general secretary Tarh Tabin presented the triennial administrative report narrating the Nyishi social movements with a modest beginning from 1967 to the final removal of the derogatory nomenclature, Dafla to Nyishi by a constitutional amendment Act (No.14 of 2008 notified by the GoI on 2nd April 2008).
He further highlighted various social actions of NES including, first Nyishi-Bodo Accord of 2002, Second Nyishi-Bodo Accord of 2012, the Bomdila Declaration 2013, the Seppa Peace Mission 2014, the Nyishi-Apatani Summit 2015, popularly known as NAS-15 among others.
Education Secretary of NES Dr. N. Naka Hina moved an official resolution for creation of Thanyi Namchang (Thani land) curving out eight Nyishi inhabited districts of Arunachal Pradesh.
The resolution was referred to an expert committee to be constituted by the next tenure of NES executives (2016-19).
The 9th Nyishi Day was attended by delegates from eight Nyishi inhabited districts of Arunachal Pradesh and two districts of Assam comprised of all the 15 Nyishi legislatures, academicians, bureaucrats, technocrats, entrepreneurs, social workers, artists, student leaders and other professionals.
Besides, presentation of colorful cultural programmes, felicitation to the eight Nyishi successful candidates of APPSCE 2016 was part of the Nyishi Day celebration.
Adult python rescued
ITANAGAR, Apr 21: An adult Python (Python molurus) was rescued from Karsingsa by seven persons on Thursday which was handed over to RFO Taje Sindu of Banderdewa Forest Range.
A team of staff from Itanagar Biological Park (Zoo) brought the giant reptile from Banderdewa and rehabilitated it in the zoo, informed Curator of the Biological Park, Raya Flago.
The rescuers were Hillang Kai, Tadar Niting, Gyamar Taniya, Hillang Kato, Tame Niya and Tame Bose, all from Karsingsa village.
The Environment & Forest Department appreciated the rescuers for saving the reptile and requested them to continue in championing the cause of conserving the rich wildlife heritage. It also requested everyone to stop hunting and buying wildlife and their parts.
Pul exhorts bureaucrats to rededicate themselves to duty
ITANAGAR, Apr 21: Chief Minister Kalikho Pul called upon the bureaucrats of the State to carry forward their responsibility with a mission by maintaining the dignity and the integrity of the services.
Addressing the top Civil Service Officers on the 10th Civil Service Day at Banquet Hall here on Thursday, Pul called upon them to introspect, rededicate themselves by chalking out future strategies to deal with the challenges being posed by the changing times.
The Chief Minister exhorted them to maintain utmost impartiality and to carry out their functions in the highest traditions of objectivity and neutrality.
With the growing awareness among the people, aspirations and expectations from the govt have also become more definite, the Chief Minister said.
He said, “We can no longer only talk of development in abstract terms of a better life or of a better living standard, but we need to redefine ourselves and deliver on these parameters”.
Chief Minister announced to give best practices reward to officers, units or departments from the next Civil Service Day onwards. He asked the Department of Administrative Reforms to document all best practices and example of good works carried out by the officers. (PRO, CMO)
ITANAGAR: Anjaw district administration observed the 10th Civil Services Day on Thursday.
Speaking on the occasion, EAC, T Pertin said that the day demands re-dedication of service delivery to the people and appealed one and all to work with more sincerity.
At Pasighat, retired IAS officer Ganesh Koyu while addressing the officers at the conference hall of East Siang DC called on them to serve people.
“Lots of power and facilities come with the service but it is the duty of the officers to decide how best they can be utilised for the betterment of the society. Due to less population and close knit society, sometimes it becomes hard to take harsh decisions but they should always try to follow the laid down rules and procedures,” he advised.
The Day was also observed at Ziro in the office chamber of the Lower Subansiri DC.
EAC Mokar Riba spoke about the importance of the day and exhorted fellow officers to rededicate themselves to public service.
Meanwhile, the Day was observed at Roing with the participation of all administrative officers. SDO Roing, A.Pertin called on every government officer to deliver their best services to the public when and where required.
CO Dr. Mary Nanom Taloh reminded the contribution of Sardar Vallahbhai Patel in deliverance of civil services in India. She also called for integration and re-dedication of oneself for the cause of public services.

MLA prioritise rural road connectivity

RUKSIN, Apr 21: Nari-Koyu MLA Kento Rina is giving priority on development of rural road link in the remote Koyu circle under his constituency.
Attending a Gram Sabha meeting conducted in connection to Gram Uday to Bharat Uday Abhiyan at Koyu village on Thursday, MLA Rina said that he was taking up two new road projects: Koyu to Igo(about 40 km) and 20 km Koyu-Rina- Hipo road on top priority. He urged the local PRI leaders to extend cooperation to government officials for successful implementation of development projects.
He informed that Chief Minister Kalikho Pul was putting special attention towards Nari-Koyu area, which is lagging behind in terms of infrastructure development and communication.
Urging the elected leaders to use proper channel to avail benefit of schemes, MLA Rina said that government fund was not sufficient to accelerate the ongoing developmental processes. He requested the leaders to work with dedication and ensure that schemes percolate down to poor and needy people.
The Extra Assistant Commissioner cum member secretary (PR) of Koyu Anchal block, S Jamoh suggested the panchayat leaders to raise various problems faced by the villages and submit need based scheme to the government.
Upper Ramle Banggo (Koyu block) ZPM, Takir Kakki lamented that the government is yet to delegate financial power to panchayat leaders, which is affecting the rural development.
The panchayat leaders in the meeting alleged that MGNREGA schemes are not being properly implemented in the block, while many schemes under horticulture, fishery, animal farming and aforestation are yet to touch Koyu-Korang circles. The PRI leaders have demanded the authority concern for implementation of flood protections as well as schemes under horticulture, fishery, animal farming and construction sanitary toilets in their villages.
Apart from government officials, Koyu ASM Pakyor Koyu, Gram chairperson Mariyom Koyu and veteran public leader Tanya Dabii spoke in favour of implementation of various government sponsored schemes in their area.
Information vital for implementation of central schemes
SEPPA, Apr 21: Deputy Secretary, Department of Personnel and Training, GoI, Gurinder S. Arora, stressed on proper reporting and efficient flow of information in order to tackle challenges in implementation of central schemes at village level.
He was speaking as the centrally deputed observer at a farmers’ gathering conducted as part of the ongoing “Gram Uday Se Bharat Uday Abhiyan,” at Fengche Gram Panchayat under 12-Watte Anchal Samiti, located some 12 km away from the district headquarters here.
The objective of the programme was to create awareness, receive feedback and design proper delivery of services in the field of agriculture and allied activities under the mechanism and guidance of the grassroots panchayati raj system and awareness about central programmes and schemes for rural and village communities, gender-related programmes and schemes.
Queries of the participating PRI members, Gaon Buras and villagers were responded by a team of resource persons drawn from various departments and fields.
The programme was steered by Takam Nicholas, Member Secretary and Manga Rimo, Anchal Samiti Chairperson of 12-Watte Anchal Samiti.
SBI plays spoilsport

ITANAGAR, Apr 21: The lackadaisical attitude on the part of State Bank of India (SBI) has been accused of crippling Arunachal’s economy. According to a report, this year SBI issued single banker cheques respectively to all the government departments instead of issuing bank drafts against each bill.
“This year financial year ended in chaotic way. Due to lack of time, SBI issued single banker cheque to the departments. We have sent back cheque to SBI for issuing of draft against all the pending bills. But unfortunately SBI is not clearing it till now,” shared a senior government officer.
SBI has cited lack of manpower for slow progress.
“This is peak financial year. It’s strange that an organization like SBI is giving excuse of lack of manpower. It some cases, they are even citing lack of availability of printer to print bank drafts. Due to SBI’s delay, we are not able to pay bills.
It is becoming difficult for many offices to run day to day activities.
We are answerable to the contractors. SBI is hurting the state’s economy,” the officer added.
Already people of Arunachal are suffering due to non-acceptance of government cheques issued prior to 1st April, 2016. The delay on the part of SBI is causing untold misery to contractors as well as government departments.
DA dismantles illegal structures
AALO, Apr 21: Shop in front of General Hospital Aalo, retaining walls, gates, fencings falling within Right of Way (RoW) were dismantled by the West Siang district administration on Thursday.
This was part of the third phase eviction drive from Medical Colony to Gour Hill in Aalo Township.
Two JCBs and trucks of Urban Department along with ALCs were pressed into service. The drive is expected to continue till illegal constructions all along the township and inter-sector roads are dismantled.

Make Arunachal organic: Orgs
ITANAGAR, Apr 21: In a memorandum submitted to Chief Minister Kalikho Pul, the Bharatiya Kishan Sangh state committee and Siang People’s Forum along with Siang Organic Initiative, on Thursday jointly appealed him to make Arunachal Pradesh an ‘Organic State’ by taking strong initiatives at the government level.
The organizations in a joint release drew the attention of the CM towards the importance of organic farming and ill effects of chemical-based agriculture & horticulture produce besides, genetically modified food and urged him to take strong initiatives to make Arunachal a complete ‘Organic State’.
Education is the key to social and cultural development: Moyong
PASIGHAT, Apr 21: Describing education as the most important pillar of a robust society, Pasighat MLA Kaling Moyong said that “Education is the key to mental, social and cultural development of societies and only educated societies survive the challenges of change”.
Moyong said this while inaugurating KP Vivekananda Memorial School on Thursday at Mirsam.
Supported by the Vivekananda Kendra Arun Jyoti (VKAJ), the school is spearheaded by the retired academician GB Khandekar as Principal under chairmanship of Tokbom Perme. It will accommodate limited students from Nursery to Class-V in first phase with boarding facility.
He expressed hope that teachers and students of the new branch of VKV would make a positive change in education and ensure a better tomorrow for everyone.

High court judge visits OWA
ITANAGAR, Apr 21: Justice Dr. Indra Shah of Gauhati High Court on Thursday visited Oju Welfare Association and interacted with the children pf Child-line and the Short Stay Home.
Accompanied by District and Sessions Judge (Yupia) cum Member Secretary, Arunachal Pradesh State Legal Services Authority Budi Habung and Deputy Secretary Law & OSD APSLSA Dani Belo, Justice Shah also visited SRC, JSS, Women Helpline and One-Stop Centre and appreciated the work rendered by the Chaiperson of Oju Welfare Association Ratan Anya and and staff towards the society.
Later, she visited the proposed Legal Aid Clinic office to be opened by the APSLSA at the OWA premise.
RGU Workshop con Wildlife Photography
ITANAGAR, Apr 21: A two-day workshop on ‘Wildlife Photography Techniques’ was organised from April 19 at the Botany Department, Rajiv Gandhi University.
The workshop was organised by Centre with Potential for Excellence in Biodiversity with the cooperation of Canon India Pvt. Ltd. with the financial aid from UGC, New Delhi.
Experts of Canon India Pvt. Ltd. Jayanta Dey and Hitesh Vig were the resource person in the technical sessions. Hands on training of photography techniques were also demonstrated in field by the experts.
A total of 60 participants from different departments of RGU participated in the workshop.
Coordinator, CPEB, Prof. H. N. Sarma addressed the workshop.
Northeast Fiesta 2016 concludes
ITANAGAR, Apr 21: The rich arts, crafts, folk songs and dances along with ethnic clothes of the eight North East were on display during a two day-long Northeast Fiesta 2016 held in Jalandhar, Punjab which concluded recently.
The event, organized by North East Student’s Organization Jalandhar, Punjab in association with Karamyogi Charitable society and Viva College was aimed at portraying the vibrant cultural diversity of the North East states.
Noted fashion designer Achunbo Chawang from Nagaland who specializes in bridal wears and whose designs have been showcased in over fifteen shows in Delhi as well as in Nagaland also showcased her designs in a fashion show.
Talented singers, rock and metal bands from Northeast also performed during the cultural extravaganza.
My Village My Development Plan
ITANAGAR, Apr 21: Anjaw District Administration on Thursday organized a district level brainstorming session with HoDs and PRI leaders and members on Participatory Planning under “My Village My Development Plan” commemorating “Gramoday Se Bharat Uday Abhiyaan,” supported by Union Ministry of Panchayati Raj and SPRC-SIRD, Govt. of Arunachal Pradesh.
SPRC-SIRD Assistant Director Rodo Bui gave an overview of ”My Village My Development Plan” guidelines covering the role, composition and responsibility of SLSC, BRG’s DPC and GPDC.
Various method to identify the development gaps of GPs, importance of Gram Sabha, active participation of GPDC, PRI members and importance of accounting system using PRIASoft in participatory planning process were stressed.
EAC (HQs) T Pertin and Hawai-Walong Anchal Chairperson C. Khamblai were present among others.
Earlier on April 14, Anjaw District Administration launched “Gramoday Se Bharat Uday Abhiyan” at remote Walong and Kibithoo.

TAWANG: Phase-III of “Gram Uday Se Bharat Uday Abhiyan” started throughout the Tawang district.
A programme under the chairmanship of Zilla Parishad Chairperson Jambey Tsering was held at DC’s conference hall followed by a tree plantation in Circuit House.
The National Panchayat Day was observed at Anchal Samity Hall, Basar on Thursday.
Speaking on the occasion, Member Secretary Basar Anchal Samity-cum-EAC Basar Horki Diyum urged the PRI members to be punctual while discharging their duty. Also present on the occasion were various HoDs, who briefed about the schemes being implemented by their respective department and sought cooperation from PRI members for smooth implementation of all centrally sponsored scheme.

Sensitization on Aadhaar integration at Roing
ROING, Apr 21: A sensitization workshop on Aadhaar Integration in service delivery programme was conducted at Anchal Samithi Hall on Thursday by the District Statistical Department in coordination with Regional Office, UIDAI, Guwahati.
IDES, Deputy Director General RO, UIDAI, Guwahati, L.K Pegu informed that the 12 digit Aadhaar number has been linked in the data base of various Government sponsored schemes. The implementation of Aadhaar card systems will not only sweep out the duplicity and discrepancies but it will bring more transparency and authentication in entire system, he further informed.
Speaking on the occasion, ITS, ADG RO, UIDAL, Guwahati, Piyush Chetia highlighted the technical aspects of Government delivery system and informed that 80 percent population of Lower Dibnag Valley has enrolled themselves under Aadhaar.
During the workshops, IEC Manager, Mithun Chakraboty detailed the process of implementing the Aadhaar Integration in service delivery. He also briefed on Direct Benefit Transfer (DBT) through Aadhaar Payment Bridge and the roles and responsibilities of the officials and informed that to reach the beneficiaries the district administration had to take special initiative to open bank accounts to all the households to eliminate cash payments.
Earlier, CO, Dr. Mary Nanom Taloh informed that special camp has been organized at various outreach administrative blocks to cover maximum population in Aadhaar enrollment programme. She also briefed on practical problem faced by the officials during the whole enrollment process, and further informed that Dambuk, Koronu and Roing has been designated as permanent enrollment centre for Lower Dibang Valley District. AAPPTF (D) resents DC’s order
ITANAGAR, Apr 21: Reacting to the official order passed by Tawang DC on April 11 last wherein he had reiterated to allow all tourist vehicles from outside having requisite permits to operate in the state, the All Arunachal Pradesh Public Transport Federation (AAPPTF) led by Dobing Sonam has expressed its resentment.
Giving a clarification, the federation in its letter to the DC on Wednesday stated that the decision to allow only local vehicles to take tourists for sightseeing once they arrive in the state, especially in Tawang, was a unanimous decision taken during the federation’s general body meeting held on March 19.
The decision was taken after taking into consideration the views and suggestions of the drivers, hoteliers and locals of the township and it was in no way a defiance of the DC’s order (No. TM-50/2014), it added.
Such system of allowing only local tourist vehicles to ply within the State is a system already prevalent in Sikkim, Megalaya, West Bengal as it increases the revenue of the State along with employment generation, AAPPTF further stated that almost 70 percent of the outside tourist vehicles that arrive in the State are without proper permits.
AAPPTF in its general body meeting on March 19 had decided to allow local tourist vehicles only to take tourists for sightseeing whereas the DC vide an order on April 16 had squashed the same.
The DC had also cautioned strict action against the one’s stopping the vehicles which had proper permits.
Students trained on soft skills
ITANAGAR, Apr. 21: In an effort to empower youth in acquiring essential skills, the Entrepreneurship Development Cell (EDC) of Indira Gandhi Government College, Tezu organized a day-long Crash Training Programme on Softskills for 80 students ranging from communication skills, team work, time and stress management to etiquette.
Inaugurating the programme, Principal Dr. Tasi Taloh emphasized the need to acquire additional skills, as the academic skills alone are not sufficient for the students in the present day competitive world.
Vice Principal SC Pradhan said that soft skills are complementary to hard skills and harnessing soft skills has become need of the hour.
Dr. Madhu Sudan Sharma, HoD (Hindi) differentiated the hardskills (academic skills) and soft skills.
Introducing the programme to the participants, the programme coordinator Dr. K. Rajendra Babu described the programme capsule as one of the motivational, capacity building and personality development exercises for the students and laid stress upon the need for the soft skills in the changing job market situations.
Dr. MK Jana and Tacha Thaman of the Commerce Department also spoke during the inaugural session.
GSU team visits accident victims
ITANAGAR, Apr 21: A team of Galo Students ' Union (GSU) led by its president Binya Ronya visited those injured in a fatal Tata Sumo accident at Telam near Jonai recently which also killed three persons.
The injured persons are currently undergoing treatment at Pasighat General Hospital.
While expressing grave concern over frequent occurance of such fatal accidents on the highway, particularly in Assam, GSU appealed to the State Government to take up the matter and see to it that all official formalities and postmortem relating to the victims from the State in such cases be shifted to nearest police stations of Arunachal Pradesh to minimize the undue harassment faced by the relatives of the victims of in such cases.
The Students union hailed the State Government for noble gesture of announcing immediate ex-gratia for the deceased as well as the injured persons.
School’s Golden Jubilee celebration concludes
YINGKIONG, Apr 21: The two day-long Golden Jubilee celebration of Govt. Middle School, Simong under Yingkiong circle concluded on Thursday. Established in 1966 as a Primary School, the school was upgraded to Middle School in 1986.
During the programme, Tatum Tatin, a former teacher of the school was felicitated. Tatin was the first teacher of the school and was instrumental in its establishment. Many former teachers of the school were also felicitated.
Speaking during the inaugural day, Geku-Mariyang MLA Olom Panyang stressed upon the students community to devote their time and energy towards their studies. He also urged the parents to shoulder the responsibilities of educating their children and act as their role model.
MLA-cum-Parliamentary Secretary (PHE) Alo Libang Yingkiong stressed on quality education and appealed the parents and society to give priority to their children’s education.
Block ZPM, Bading Teng also spoke on the occasion.

AKDDSU calls for an IAS officer
ITANAGAR, Apr 21: Levelling a volley of allegations against the Kra Daadi Deputy Commissioner, All Kra Daadi District Students' Union (AKDDSU) has called on the Chief Secretary to post an IAS officer as a DC.
In a memorandum submitted to the Chief Secretary on Thursday, the AKDDSU alleged that the present DC has not acted upon the land encroachments of Govt Higher Secondary School, Palin for which several complaints have already been submitted. It also stated that the contractual work for projects under MSDP and RMSA were awarded to selected few without floating any tender.
The allegations also include the silence of the DC on the shifting of CHC Palin to defunct 50 bedded hospital at Jorung, illegal appointments in the district without conduct of any interviews and without following any procedure for such appointments.
Gram Kishan Sabha held
ITANAGAR, Apr 21: Farmers were apprised about various schemes and flagship programs undertaken by the Agriculture and allied department during a Gram Kishan Sabha conducted at Balek GPC under Bogong I Panchayat on Apr 20 last.
Speaking on the occasion, Agriculture Deputy Director, Pasighat, YJ Lego highlighted the various flagship programs undertaken by the department and urged the farmers to avail agricultural schemes.
She also encouraged them to take up cultivation of Palm Oil in district to improve their economic status.
ADO O Panyang, HDO, T Gao and Project Training Officer, SN Saikia spoke about Soil Health Card and organic farming, schemes and activities under taken by Horticulture department besides, newly launched Prime Minister’s Agriculture Irrigation Scheme.
The program was also attended by East Siang ZPC, Kaling Dai, Member Secretary Bogong I & II GPC and PRI members.

All eyes on SC
In a major blow to the centre, the Uttarakhand High Court on Thursday quashed the imposition of President' rule in the state. Ordering restoration of the Harish Rawat government, the court asked the ousted Chief Minister to prove his government's majority on the floor of the Assembly on April 29. Court also came down heavily on centre for imposing president rule saying it was contrary to the law laid down by the Supreme Court. This historic judgment comes in the midst of allegation of central government toppling Congress government first in Arunachal Pradesh and then in Uttarakhand.
Congress declared the judgment as slap on the face of union government. Party sought apology from Prime Minister and BJP President Amit Shah in this regard. On the other hand BJP asserted that Harish Rawat government in Uttarakhand remains in a minority and it will be proved on 29th of this month during the floor test in the assembly. It also said the Uttarakhand High Court's decision quashing President Rule in the state is not a setback for the party. Though BJP may be putting brave front but there is no denying that this has hurt image of party and its leadership. There was little doubt that Chief Minister Harish Rawat had lost support of the majority of legislators when his nine MLAs revolted against him. But, this was an internal crisis of the Congress party, and the Centre had no role to fish in troubled water. But by toppling Rawat’s government BJP gave chance to the Congress to play victim card, which grand old party played perfectly. It also helped Congress to deflect attention from their internal feuding. Now Congress is hoping of similar kind of judgment in the Arunachal case too. By letting political matter decided by court, the BJP government has taken a big risk. In this battle the first round victory goes to Congress. Now all eyes will be on Supreme Court as Union govt has decided to knock SC to appeal against Uttarakhand verdict.

The introduction of subjects like sociology, social works and anthropology in govt. Colleges of Arunachal Pradesh are eagerly awaited by graduates in these subject and students who want to study the subjects.
Although orga-
The university has started to offer M.Phil and Ph.D in the subjects of Sociology and Anthropology but the issue of the introduction of these subjects at degree level is not seen in the panorama. Today subjects like anthropology, sociology, and social works are gaining its importance as people are opting for these subjects as their optional papers in competitive exams and even medical departments and other organisations are giving importance to those who specialises in these subjects.
As such the subjects have also established its importance in the academic world.
However, those students who are interested to study these subject in degree level
are being deprived for non-
Only limited private colleges are offering these subjects in degree level in our state thereby giving a very limited scope for the students to pursue the subjects. Besides, there are many candidates who have qualified NET, JRF in this subjects and thereby waiting for the introduction of these subjects at degree level so that their dreams of being in teaching profession is fulfilled.
Therefore, the competent authority is requested to introduce the same subject at degree level as early considering the importance of subjects for academic, social organisational and research work.

Through your daily I would like to place my opinion; the chief minister health insurance scheme should not be granted to government employees in order to deduce the cost of government account. Instead allowance can be raised.
The employees should choose one between Medical Reimbursement and Arunachal Pradesh Chief’s Minister’s Universal Health Insurance Scheme.

While the APPSC is functioning like a Limping Duck following the retirement of one of its member namely J. Pulu in last part of 2014 and again the retirement of its Chairman Ligu Tacho in last part of 2015, the fate of the commission and the educated youths in particular and the society at large can very well be understood. In fact, the political leadership have failed to understand the importance of the Constitutional body and have often treated it like a Public Sector Undertaking or in extreme case a Private Company to recruit Members of their choice rather than seeing the merits, academic qualification, experience in Central or State Govt. jobs and integrity of the candidates applying for Member/ Chairman APPSC. This has resulted in frequent episodes of question paper leakage, burning down or damaging the Commission building and its documents, hunger strike, Court cases and most ironical and unfortunate being the instances that have come in public domain where in interviewers were often proven to be less knowledgeable and less updated than the interviewee.
It is in this backdrop that His Excellency, the Governor of Arunachal Pradesh, being the custodian of the Constitution had to intervene and express his displeasure and raised series of queries to the Govt. for non adherence to the principles of merit, transparency and justice while appointing Members/ Chairman of the APPSC by the Government.
Through this letter to the esteemed daily, I urge the Government to initiate stern action against those officials who willingly delayed the appointment/ review process of the Members/ Chairman under the garb of one pretext or the other.
